Dr. Manoj Kumar currently serves as Additional Secretary to the Government of India, Ministry of Law & Justice, Legislative Department. For Dr. Kumar, law and policy are instruments for justice, empowerment, and national transformation. His life’s work is guided by a quiet but firm conviction: institutions must serve people, governance must carry empathy, and leadership must be anchored in integrity and purpose.

 

From humble beginnings to serving as Additional Secretary to the Government of India in the Ministry of Law & Justice (Legislative Department), his journey has been shaped by a belief that public service is not a position, but a responsibility — to simplify complexity, uplift the vulnerable, strengthen institutions, and leave behind systems better than those we inherit.

Dr. Kumar has dedicated himself to advancing plain-language legislative drafting, strengthening digital legal infrastructure, so that legislative drafting & law becomes a bridge to ease of living, ease to do business &  justice, not a barrier.
